The Republican Party won a majority of seats, and this meant that Roosevelt now found it hard to persuade Congress to pass the laws he wanted . As a result Roosevelt did not introduce any new laws to combat the Depression . Unemployment therefore remained very high for the next two years . In 1 940 Presidential elections were held again .

A new depression During 1 937 Roosevelt cut back the amount of money the federal government was spending. He did not want America to get into debt, and he believed that the state governments were able to deal with the problems of the Depression without more help from the federal government . Unfortunately this cut in spending came at the same time as a decline in world trade . Unemployment suddenly shot up to 1 0 . 5 million in 1 9 3 8 . Steel and car production fell . Share prices on the stock exchange plunged .
